Judge Sides with CR Over Landlord Rules

CEDAR RAPIDS, IA (CBS2/FOX28) -- The City of Cedar Rapids has won a court battle against landlords fighting a new ordinance.  The goal of SAFE-CR is to limit police calls to properties with chronic problems like noise complaints by making landlords more responsible for what happens at their properties.
   Most landlords have begun the city's training process, but some are fighting it in court.  Mari Davis and her supporters say the city has overstepped their authority by making the training mandatory and forcing landlords to conduct background checks in a specific way.
   Davis was among a group that filed an injunction against the city's policy, but a judge denied that request.  Davis says they plan to continue their legal fight against the city.
