Regents to Consider Funding Shift

IOWA CITY, Iowa (AP) -- The Board of Regents will consider a plan next week that could redistribute tens of millions of dollars away from the University of Iowa to the other two universities.
   The plan would change a practice in which lawmakers set the universities' funding based on the prior year. Instead, 60 percent of the universities' funding would be based on the number of Iowa students they enroll. The rest would be based on performance measures such as student access and job placement.
   If adopted immediately, the plan would cut $59 million from Iowa but increase Iowa State University's funding by $28 million and the University of Northern Iowa's by $31 million. But it would be phased in starting next year, with no more than $13 million cut from Iowa in one year.
