Gov. Branstad Institutes Special Election

DES MOINES, Iowa (AP) -- A special election in Iowa has been scheduled to fill the District 13 seat left open by state Sen. Kent Sorenson's resignation.
   Gov. Terry Branstad signed a proclamation Tuesday to establish the date for Nov. 19.
   Sorenson, a Republican from Milo, resigned from office Wednesday after an independent investigator concluded that he likely broke ethics rules in receiving monthly income from Bachmann's political action committee and presidential campaign in exchange for being Bachmann's state chair in 2011.
   Sorenson told The Associated Press that his decision to step down was not an admission of wrongdoing.
   Sorenson represented districts south of Des Moines. He was elected to the House in 2008 before being elected to the Senate.
