Iowa City Standoff Ends in Arrest

IOWA CITY, IA (CBS 2/FOX 28) -- On Saturday, June 22nd, about 8:00am, Iowa City Police arrested Troy Lee Perkins, 52, at his residence at 2585 Bluffwood Lane in Iowa City after a 13 hour standoff at the residence. Perkins was arrested on 3 outstanding warrants, plus charges of Assault While Displaying a Weapon and Harassment 1st Degree,(both aggravated misdemeanors),which stemmed from an incident that began at the Bluffwood Lane address about 7:00pm on Friday, June 21st after police responded to the home in response to a 911 call of a domestic disturbance during which a handgun was displayed.The initial officers on scene Friday evening made contact outside the home with the 38 year old female victim who reported that Perkins had pointed a gun at her, threatened to kill her, and punched her before she was able to leave the residence. The victim does not live at the Bluffwood Lane address but was involved in a relationship with Perkins.Officers learned that Perkins, who does live at 2585 Bluffwood Lane, was inside the house with an 8 year old child and an elderly woman, both of whom are also residents of that address. Officers were also made aware of three outstanding warrants for Perkins' arrest. Although officers were able to make telephone contact with Perkins, he refused to meet with officers face to face. Members of the Iowa City Police Special Response Team (SRT) responded to the scene and secured the area, while members of the Crisis Negotiations Team (CNT) established and maintained telephone contact with Perkins for several hours. That telephone contact was terminated by Perkins around 1:30am and negotiators were unable to re-establish contact.At approximately 8:00am on Saturday morning, members of the SRT entered the residence and took Perkins into custody without incident. The child and elderly woman were unhurt and the situation was successfully resolved.As with any criminal case, a charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.Iowa City Standoff Ends in Arrest
